The United Nations, Madam President, is a special instrument in this construction. A year ago, we agreed on a program for the reform of our organization, based on development, security and human rights. ”

We therefore welcome the launching of the United Nations Democracy Fund and the creation of the Human Rights Council. ”

“ For this reason, Chile has joined in efforts to revitalize the disarmament agenda and move towards the prohibition of the use of fissile material for military purposes.
The security of States is linked to the security of the human beings making up those States, because it allows for the exercise of freedom. United Nations should develop the concept of human security.
Terrorism negates these freedoms, and runs counter to the values that we share. Accordingly, we support the advance of the United Nations reform in the area of counter-terrorism. But terrorism must be combated in democracy. ”
