“ If memberships become vacant for any other reason than retirement by rotation, Members shall be elected to fill all the vacancies. But the Members admitted for such replacement shall be in office only for the remaining term of their predecessors. ”

“ Section18.Members of the House of People’s Representatives shall be in office for a term of four years. But if there are important circumstances affecting the internal or external policy, which makes it impossible or inconvenient to hold an election at the time the four-year term ends, an act may be enacted to extend such term for not over two years at a time. If, during the said period of time, the circumstances have changed, a royal decree may be enacted to allow the holding of an election at any time. ”
