“ Immediately after its organization it shall proceed to elect the President of the Republic of the Philippines. A majority vote of all the Members shall be necessary to elect the President. SEC. 2. The election shall be viva voce and the result shall be announced publicly. If the majority necessary for the election of the President is not obtained, the proceedings shall be continued until such majority shall have been obtained. ”
