“ The Philippine Council of State is organized as an advisory body for the administration of the territory of the Philippines occupied by the Imperial Japanese Forces with the end in view that said administration may redound to the benefit of the Filipino people. ”

“ Any one found guilty of the malicious violation of any provision of this Executive Order shall be punished with imprisonment for not less than one year nor more than six years and shall be further sentenced to suffer disqualification to hold a public office and deprivation of the right of suffrage for not less than one nor more than ten years, and to pay the costs. ”

“ Candidates for the office of delegate to the National Assembly must be registered with the secretary of the provincial or city committee, as the case may be, by means of a certificate of candidacy, duly sworn to, stating the name, residence and post-office address of the candidate and that he is eligible for election. The certificate of candidacy may be presented by the candidate himself or by a group of not less than five qualified electors, and must be filed not later than the day prior the day of election. ”

“ The Constitution of the Republic of the Philippines, approved by the Preparatory Commission for Philippine Independence on September 4, 1943, is hereby submitted to the people of the Philippines for ratification or rejection through a General Assembly of Members of the "KAPISANAN SA PAGLILINGKOD SA BAGONG PILIPINAS" especially called for the purpose, in the manner prescribed by Administrative Order No. ”

“ In case a reduction of salaries and wages is adopted as an emergency measure, such reduction shall be general and based on the existing rates of salaries and wages and the percentage of reduction shall be uniform for similar rates of salaries and wages. ”

“ In accordance with the provisions of paragraph 5 of your Order No. 1 in connection with your Order No. 3, I respectfully request approval of this executive order, a signed copy of which is herewith enclosed. ”

“ It shall enjoy the general powers mentioned in the Corporation Law and shall be subject to the provisions thereof in so far as the same are compatible with the terms of this Order; and, for the attainment of its purposes, may perform any act which a corporation, copartnership or natural person may lawfully do under the laws now in force or which may hereafter be enacted. ”

“ As soon as the voting is finished, and in the immediate presence of the watchers, the poll clerk shall count the ballots found in the ballot box, without unfolding them or exposing their contents, except so far as to ascertain that each ballot is single, and shall compare the number of ballots in the box with the number of electors who voted. ”

“ Immediately after its organization it shall proceed to elect the President of the Republic of the Philippines. A majority vote of all the Members shall be necessary to elect the President.
SEC. 2. The election shall be viva voce and the result shall be announced publicly. If the majority necessary for the election of the President is not obtained, the proceedings shall be continued until such majority shall have been obtained. ”

“ Any person who shall refuse to obey the lawful commands of the president, or shall observe a disorderly conduct and thus interrupt or disturb the proceedings, may be arrested and taken into custody until the adjournment of the meeting, upon order of the president ”

“ Acting officers.—Upon the occasion of the absence, illness, suspension, or other temporary disability of a provincial officer, the Commissioner concerned may designate any provincial officer or employee to perform temporarily the duties of the position. ”

“ Any qualified person who desires to join the Association may become a member by filing an application in accordance with the form to be prescribed for the purpose, with the principle office or with the local chapter of the Association. ”

“ The Constitution shall be published in the Official Gazette in English and in Tagalog before September 6, 1943, and a copy thereof shall be posted in a conspicuous place in the provincial, city, municipal and municipal districts government office buildings and shall remain posted therein continuously until September 6, 1943. ”

“ If the one responsible be an entity, its president or chief, the officials and employees of the same performing duties connected with the offense committed, and its members who may be principals, accomplices, or accessories, shall be responsible ”

“ If in the course of this examination, any ballots shall be found folded together in such manner that they must have been so folded before they were deposited in the box, they shall be placed in the package for excess ballots hereinbefore mentioned. ”
