“ As his name is called, every elector shall approach the poll clerk, receive a blank ballot, retire to one of the unoccupied booths and, in not more than three minutes, write the name of only one candidate, fold his ballot twice toward the bottom, and deposit the same in the ballot box. This procedure shall be followed uninterruptedly until all qualified electors present shall have cast their votes. No elector shall be allowed to vote more than once. ”
