“ Section 28 of the Republic of South Africa Constitution Act, 1983, is hereby amended by the addition of the following subsection, the existing section becoming subsection (1) : “ (2) A Minister may, subject to the directions of the State President, assign to any person appointed by the State President under subsection (1) for that purpose, any power, function or duty entrusted to the Minister in terms of any law or otherwise― and any such power, function or duty so assigned shall be exercised or performed by the said person on behalf of the Minister.”. ”
