“ Validation of appointment of certain deputy-administrators. 2. The appointment prior to the commencement of this Act of a deputy-administrator to execute the office and functions of the administrator of a province while the appointment of an administrator for that province was pending, is hereby validated, and shall be deemed to have been valid as from the date of the said appointment. ”
