“ I wholly agree with the Court that federal law is to be applied in determining whether the activities of a national bank constitute branch banking under the exclusive definition contained in the National Bank Act, 12 U.S.C. § 36 (f) . Whether the activities here in question constitute branch banking under that standard seems to me an extremely close question. ”
