Because they did not make effort in Torah and Miswa, in fear and love which are Y"H. But as soon as they make effort in them in fear and love, the Holy Blessed One swears by Y"H which are fear and love, to drive them out of the world of the Neshama, since they are darknesses that separate between Y"H and W"H, as we've taught it that it's written (Ex. 17:16) , "For the hand is on the throne of Y"H." And at that time it's said of man, "the heavens don darkness" etc. But when the sadness and darkness are driven away form the Neshama then immediately "Let all the Neshama praise Y"H!"

SME"L is darkness, the serpent of darkness, and of it it's said, "I will don skies of darkness" - its female - "... and sackcloth I will put her cover." Woe to the Neshama when it is enclothed in their darkness/sadness, of which it says, "And his eyes got too dark to see." They are dark since they cover the eyes, since they don't have permission to look at the Holy Blessed One and His Shekhina.
