“ AN ACT CREATING A SEPARATE ENGINEERING DISTRICT IN THE SECOND CONGRESSIONAL DISTRICT IN THE PROVINCE OF ILOILO AND APPROPRIATING FUNDS THEREFORSection 1. Any provision of law to the contrary notwithstanding, there shall be created an engineering district of the Department of Public Works and Highways (DPWH) in the Second Congressional District of the Province of Iloilo, which comprises the municipalities of Sta. Barbara, Alimodian, Leon, Pavia, San Miguel, New Lucena, Leganes and Zarraga. ”
