In 1878 the defendant in the court below was collector of customs for the port of Chicago, and this action is brought to recover from him the amount of certain duties alleged to have been illegally imposed in that year upon goods of the plaintiffs. It appears that the plaintiffs imported into the United States, from France, certain articles invoiced as 'white linen torchon laces and insertings;' that they were brought by steamship to New York, thence transported to Chicago under internal transportation bonds, and there entered ”
