“ A vehicle passing along any primary or heavily-travelled street, road, or highway, shall have the right of way over any vehicle entering upon or crossing same from a secondary or lesser travelled street, road, or highway. When vehicles meet at any intersection or junction of streets, roads, or highways equally travelled, the vehicle on the right shall have the right of way. Section 78 of Governor General Order No 231, November 1938, is hereby amended in accordance herewith. ”

“ Any person violating the provisions of this Ordinance shall, upon conviction by a Military Occupation Court or Special Judicial Officer, suffer such penalty as the count or Special Judicial Officer shall determine. ”
