United States Federal Reserve Banking Act of 1933 (1933)

The Corporation, including its franchise, its capital, reserves, and surplus, and its income, shall be exempt from all taxation now or hereafter imposed by the United States, by any Territory, dependency, or possession thereof, or by any State, county, municipality, or local taxing authority, except that any real property of the Corporation shall be subject to State, Territorial, county, municipal or local taxation to the same extent according to its value as other real property is taxed.

Unless the Federal Reserve Board, in the case of a State member bank, and the Comptroller of the Currency, in the case of a national bank, shall certify on the basis of an examination thereof that the assets of such bank are adequate to enable it to meet all of its liabilities to depositors and other creditors, it may not become a member of the corporation.

Upon the affirmative vote of not less than six of its members the Federal Reserve Board shall have power to fix from time to time for each Federal reserve district the percentage of individual bank capital and surplus which may be represented by loans secured by stock or bond collateral made by member banks within such district, but no such loan shall be made by any such bank to any person in an amount in excess of 10 per centum of the unimpaired capital and surplus of such bank.
