“ Since the provisions of the Charter of the Courts of Justice prescribe that the courts of justice have territorial jurisdiction as designated by an act, the changing of the jurisdiction of those courts needs to be done through the enactment of an act, which takes a long time, does not catch up with the changing of administrative areas, and does not contribute favourably to the bringing of justice to the public. ”
