“ A state agency may create the Garuda Emblem only when the matter or purpose for which the creation is to be made is permitted by a law, regulation, ordinance, announcement or rule. In so creating, the state agency shall adhere to the design provided by the Bureau of the Royal Household. ”

“ In these Rules:
"State agency" means a ministry, bureau, department, government agency called otherwise and having departmental status, provincial government agency and local government agency under the law on national government organisation, and includes any other state agency which serves the Government and is not a state enterprise;
"Create (the Garuda Emblem) " means to create the body, picture, figure or symbol of the Garuda Emblem ”

“ The Permanent Secretary of the Office of the Prime Minister shall be in charge of these Rules and be empowered to render decisions and interpretations concerning the execution of these Rules.
Issued this 17th Day of October, BE 2544 (2001) . ”
