“ The Secretary of State may, after consultation with the Authority, impose rules as to the minimum interval which must elapse between any two periods given over to advertisements, and the rules may make different provision for different circumstances. 6. In the acceptance of advertisements there must be no unreasonable discrimination either against or in favour of any particular advertiser. ”
