“ By authority of the President of the United States, be it enacted by the United States Philippine Commission, that: SECTION 1. The sum of one hundred dollars ($100.00) in the money of the United States, is hereby appropriated out of any funds in the insular treasury, not otherwise appropriated, for the purpose of paying the salary of the property clerk in the Department of Education, for the period of one month from September 8 to October 8, 1900. ”
