“ The heads of all Federal LEAs shall assess whether any of their respective agency’s policies or procedures cause unwarranted delay in investigations of Federal law enforcement officers for incidents involving the use of deadly force or deaths in custody, including delays in interagency jurisdictional determinations and subject and witness interviews, and shall, without abrogating any collective bargaining obligations, make changes as appropriate to ensure the integrity and effectiveness of such investigations. ”

“ It is only by alertness to proper occasions for prompt inquiries and investigations that effective prevention of crime and enforcement of law is possible. Government agents are commissioned to represent the interests of the public in the enforcement of the law and this requires affirmative action not only when there is reasonable ground for an arrest or probable cause for a search but when there is reasonable ground for an investigation. This is increasingly true when the facts point directly to a crime in the course of commission in the presence of the agent. ”

“ Law enforcement's way of fighting organized crime has been primitive compared to organized crime's way of operating. Law enforcement must use methods at least as efficient as organized crime's. The public and law enforcement must make a full-scale commitment to destroy the power of organized crime groups. The Commission's program indicates ways to implement that commitment. ”

“ The Task Force shall, consistent with applicable law, identify best practices and otherwise make recommendations to the President on how policing practices can promote effective crime reduction while building public trust. ”

“ Supervisory organs, the people's courts, the people's procuratorates, public security organs, judicial administrative organs and other relevant state organs shall, in accordance with the division of duties, cooperate with each other and check each other to properly conduct anti-organized crime work in accordance with the law. ”

“ State and local law enforcement agencies must constantly assess and improve their practices and policies to ensure transparent, safe, and accountable delivery of law enforcement services to their communities. Independent credentialing bodies can accelerate these assessments, enhance citizen confidence in law enforcement practices, and allow for the identification and correction of internal deficiencies before those deficiencies result in injury to the public or to law enforcement officers. ”

“ Effective law enforcement is a crucial element to maintaining our quality of life; and we must continue to ensure that our police have the financial, technical, and civil support necessary to carry out their responsibilities. The more than 740,000 sworn law enforcement officers who are our first responders play a critical role in our Nation's safety and security.
Every American should also play a role in making our communities safer. ”

“ Law enforcement people are more aware than ever of the need for additional insight and training, and academics are more aware of their obligation to the public.
That new cooperation might take a number of forms. The various training facilities for federal law enforcement might host a series of consultations in which a small group of academics and a small group of agents work together for 2-3 days on problems and potential problems facing law enforcement. ”

“ One of the most essential and challenging jobs in America belongs to our law enforcement officers. The men and women who safeguard our lives and property every hour of every day are true heroes. They must be physically fit, well-versed in criminal law and procedure, skilled in the use of weapons and other technologies, adept at communicating, leading, and problem-solving, and able to make split-second decisions in life-or-death situations. ”
