“ In the administration of a department such as that of Commerce and Labor, it was important to familiarize one's self as much as possible with its outlying branches, to become personally acquainted with the various officers and the details of their work and surroundings, thereby to enable one better to do the administrative work than by remaining at one's desk. ”

“ The department is one of the busiest in the public service. It has agents in every town, police constables representing it in the small country centres where there are no regular agencies. Its principal object is to send the unemployed out of the cities to the places where work is available. In a way, the bureaux are public servants’ registry offices, at which no fee is charged. A labourer, or worker at any trade, can seek employment through the nearest bureau, and an employer who requires assistance can use the bureaux in the same way. ”

“ To this end it seems to me desirable that when municipal offices are to be filled the discharge of the duties of which requires professional knowledge, skill and experience, the selection should be confined to professional men of good standing. Let us take for an example a department about which there may be some doubt in this respect, the department of public works, meaning the department which has in its charge the matter of drainage, of water supply, of street paving and similar things. It is certainly one of the most important branches of the municipal government. ”

“ Lastly, even supposing every other circumstance to be favourable, it is impossible that each department, acting for itself, can come to such just conclusions in regard to the nature of the preliminary examination, or can conduct it in such a fair, and effective, and consistent manner, as would persons having the advantage of a general view of the subject as it affects every public department, and who should have been selected for the duty on account of their experience in matters of this description. ”

“ It makes every appropriation, and conducts the entire affairs of the city. "At the first meeting of this council, immediately following the election of its members, the work of the city is assigned to its most appropriate department; to one of these five departments. Each of the members of the council is also named as superintendent of a particular department; the theory of the law being that the man who is best qualified, by reason of his experience and training, will be placed at the head of that department where his training and experience will be of most value. ”

“ The department in charge of public servants at the provincial level shall be responsible for making arrangements for recruitment and employment of public servants of the various local government departments, and where necessary, the department in charge of public servants at the provincial level may authorize the department in charge of public servants at the level of a city divided into districts to make such arrangements. ”

“ You know that the Interior Department was open to you and you did not fail to avail yourself of your opportunities. Indeed you were seen in the Interior Department during the time that this agitation was going on and while you were taking in it an active and conspicuous part. It is also remembered, not only by myself, but by others in this Department, if you made any entreaties at all, what the subject of those entreaties was. ”

“ Obviously, this situation leaves only the third alternative; that is, that the Department furnish to the employing departments the basic data concerning the activities of the individual subjects as a possible means of concluding the case. It is assumed, of course, that the employing departments will take administrative action against the subjects who are employed in these departments. If you desire to follow this course of action, I will arrange to have Bureau supervisors prepare appropriate summaries in such form that you may transmit them to the interested government departments. ”

“ The Local Branch will coöperate at all times, through the Department of Justice, with other Governmental Departments and agencies, but will undertake no work [Pg 498] from them by direct assignment except with the knowledge of the Bureau of Investigation of the United States Department of Justice, or by instruction from National Headquarters. It is the desire of the organization to render useful service to all Departments of the Government. ”

“ Each executive department and agency identified by the Secretary shall appoint a senior official, who is a full-time officer of the Federal Government, to report directly to the department or agency head with respect to department or agency activity under this order, and to serve as liaison to the Board and to the Initiative. ”

“ When he has made his decision they are to carry it out; and they must keep the department running by doing the routine work. In short the chief lays down the general policy, while his subordinates give him the benefit of their advice, and attend to the details. It is easy enough to state a principle of this kind, but in practice it is very hard to draw the line. The work of a public department consists of a vast mass of administrative detail, the importance of which is not self-evident until some strain is brought to bear upon it ”

“ They are responsible to the lieutenant-governor, each in his own division, for the working of every department of the public service, except the military department, and the branches of the administration directly under the control of the supreme government. The deputy commissioners perform the functions of district magistrates, district judges, collectors and registrars, besides the miscellaneous duties which fall to the principal district officer as representative of government. ”

“ So often as any Continpency is required by any Department, whether for an article to be furnished or service to be performed, the Deputy Head of the Department shall apply therefor by requisition, in writing, to the person by whom the same is to be furnished or performed ”

“ The commissioner shall have authority to organize and maintain in his offices an administrative division and to assign to employment therein such secretarial, clerical and other assistants in the department as his office and the internal operations of the department shall require, and the commissioner shall have authority to direct and coordinate the uses of all public lands under the jurisdiction of the department. ”

“ The executive power cannot make any law, even provisionally, but only proclamations in conformity with the laws to order or call to mind the execution of them.
Section II. Of the internal administration.
1. In each department there is a superior administration, and in each district a subordinate administration.
2. The administrators do not have any representative character.
They are agents elected at stated times by the people to exercise, under the surveillance and authority of the king, the administrative functions. ”

“ It was natural that the appearance of a department devoted to men in a woman's magazine should attract immediate attention. The department took up the various interests of a man's life, such as real efficiency; his duties as an employer and his usefulness to his employees; the employee's attitude toward his employer; the relations of men and women; a father's relations to his sons and daughters; a man's duty to his community; the public-school system; a man's relation to his church, and kindred topics. ”

“ Several employees have been in the department's service for six or eight years or more, and no department of the State government is better equipped with honest, faithful, public servants than is the Comptroller's office. ”

“ A person in any Department or office may be transferred within the same Department or office and the same branch of the service upon any test of fitness, not disapproved by the Commission, which may be determined upon by the appointing officer, subject to the limitations of the provisos of section 2 of this rule. ”

“ The constitution is modelled upon that of a large and well-appointed business, which is divided into various departments, each department being expected to justify its own continued existence—its officers being selected, not so much for their knowledge of the business generally as for their special fitness for the work of their department. ”

“ In case a department or municipal administration should lose one or several of its members by death, resignation, or otherwise, the remaining administrators in filling the places can add to themselves temporary administrators who act in that capacity until the following elections. ”

“ Persons employed in a bureau or division of a department are as much employees in the department, within the meaning of the joint resolution, as the messengers and others rendering service under the immediate supervision of the secretary, or those specially named in the provision as entitled to its benefits. Unquestionably guards of the jail are employees of the warden, and the office of warden of the jail is a bureau or division of the Department of the Interior. ”

“ The estimates of the distributive department, after adoption by the administration, are sent as mandates to the ten great departments, which allot them to the subordinate bureaus representing the particular industries, and these set the men at work. Each bureau is responsible for the task given it. ”

“ The extent and variety of executive business also accumulating with the progress of our country and its growing population call for an additional department, to be charged with duties now over- burdening other departments and with such as have not been annexed to any department. ”

“ Regulatory, quasi-judicial and temporary agencies need not be a part of a principal department. The functions and duties of the principal departments and of other agencies of the Commonwealth shall be provided by law. The legislature may reallocate offices, agencies and instrumentalities among the principal departments and may change their functions and duties. The governor may make changes in the allocation of offices, agencies and instrumentalities and in their functions and duties that are necessary for efficient administration. ”

“ The eighty-three departments were subdivided into 374 districts. In every department was an elected administrative body for the management of its affairs; in every district an elected administrative body, subordinate to the administration of the department, for the management of affairs special to the district. These bodies were composed each of a general council and a permanent executive, styled the directory. In every district the former divisions, called communes, were left unaltered. ”

“ The department of the Secretary of Internal Affairs embraces a bureau of industrial statistics, and maintains the supervision of corporations, charitable institutions, and the agricultural, mineral, timber, and other interests of the State. ”

“ As soon as the department shall decide upon the scale of the operations, and shall issue its orders assigning me to the duty, which I presume from the correspondence with the Department of State to be definitely decided upon, I will at once submit a more detailed plan of operations, and make the necessary requisition for the detail of officers, and for the various facilities which may be extended by the administrative branches of the service. ”

“ As however, it is important, that the operations of the Department should be carried on under one uniform plan throughout the Dominion, do not make any alterations in the system of doing the work without the permission first obtained of the Postmaster General.
4. Endeavor to instil into all persons connected with the Department in your Division the importance of a harmonious working together for the good of the Service, and of each, in his own sphere, performing the duties assigned to him in an intelligent and thorough manner. ”

“ They must see that each department in their division is promptly prepared for business, covers off, and everything in order, and must have a general supervision over their division. Aisle space, circles and fixtures must be kept scrupulously clean. All cardboard, paper, twine, boxes, etc., removed from goods sold during the day, must be sent from the departments at regular intervals, and not allowed to accumulate and present an untidy appearance, being first thoroughly examined, to see that no goods are contained. ”

“ In extending the organization each Division Supervisor, after his enrollment, will prepare a comprehensive plan covering the ground of his division. He will then proceed to enlist as Deputies under him, a responsible man in each plant or business house within his jurisdiction, such deputies to be executive officers of their respective business concerns if practicable. The deputies [Pg 496] after enrollment will select as aids a reliable man in each department of the business, preferably a superintendent, foreman or other man filling a responsible position in his department. ”

“ He shall supervise the functions of appointment, assignment, service rating, and training of employees in bi-department or establishment, under direction of the head thereof, and shall initiate and supervise such programs of personnel training and management as the head thereof after consultation with the Civil Service Commission shall approve, including the establishment of a system of service ratings for departmental and field forces outside of the Classification Act of 1923, as amended, which shall conform as nearly as practicable with the system established under the said Act. ”
