It is exceedingly difficult for a nation to deal with grave human rights violations of the past and more so if violations continue into the present. A process to achieve accountability needs independent institutions and an environment that permits an open discussion of what happened and of the grievances that led to and fed the armed conflict. Nowhere has it been easy to move from open belligerence to a frank dialogue among citizens with deeply divergent views. ”
