“ The state prohibits any person from using any means whatsoever to disrupt the economic order of the society, undermine the economic plans of the state, encroach upon or squander state and collective property, or injure the public interest. ”

“ The leading personnel of state organs at all levels must conform to the requirement for successors in the proletarian revolutionary cause and their composition must conform to the principle of the three-in-one combination of the old, the middle-aged and the young. ”
