“ In the presence of military personnel, the detainee will seal the written communication into an envelope and it will be annotated as “Attorney-Detainee Materials-For Mail Delivery To Counsel.” Each envelope shall be labeled with the name of the detainee and the counsel. Any outgoing mail will presumptively be treated as classified information. Envelopes annotated with the name of persons other the detainee’s counsel (including family/friends or other attorneys) shall be processed according to the standard operating procedures for detainee non-legal mail. ”
