In its conclusions of 24 March 2022, the European Council stated that Russia’s war of aggression against Ukraine grossly violates international law and is causing massive loss of life and injury to civilians, and that the Union remains ready to close loopholes and target actual and possible circumvention of the restrictive measures already adopted, as well as to move quickly with further coordinated robust sanctions on Russia and Belarus, to effectively thwart Russian abilities to continue the aggression.

He promoted a positive attitude to the Russian unprovoked military aggression against Ukraine, the annexation of Crimea and the actions of separatists in Donbas, portrayed the situation in Ukraine in a biased manner and spread disinformation about Ukrainian and Western activities.
Therefore, he is responsible for actively supporting or implementing actions or policies which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine, or stability or security in Ukraine.

Vladimir Sungorkin is disseminating and legitimising aggressive anti-Ukraine and anti-Western propaganda of the Putin regime under direct Kremlin authority in one of Russia’s most popular media outlets. The newspaper Komsomolskaya Pravda has been described also by President Vladimir Putin as his favourite newspaper.
