European Parliament, Resolution on "Winning the Battle Against Global Climate Change" (2005)
“ Underlines that, contrary to the electricity and fuel sectors, the European Union has no systematic approach to support renewable energies in the heating and cooling sector, even though the dependence on gas and oil imports is particularly high in this sector and the costs of increasing the share of renewable energies are comparatively low; therefore calls for a strategy making renewable heating and cooling units competitive by increasing production. ”
