They will strike and kill innocent citizens without any conscience, because they have no conscience.
So the fundamental charge before us all in positions of responsibility is, how do we deal with the threat? The first thing we do is we stay on the offense. The first thing we do is we find killers before they kill us. We rally the world, which have done and will continue to do, to cut off money, to share intelligence, to put brave troops and security personnel after these people, to find them, to rout them out.
