“ Like other government corporations, Commodity is subject to the provisions of the Government Corporation Control Act which provides such close budgetary, auditing and fiscal controls that little more than a corporate name remains to distinguish it from the ordinary government agency. [5] In brief, Commodity is simply an administrative device established by Congress for the purpose of carrying out federal farm programs with public funds.In our judgment Commodity is a part of 'the Government of the United States' for purposes of the False Claims Act. ”
