In terms of the accident, the best way to determine the exact facts and circumstances of the accident, which took place over international waters and international airspace, is to talk to the crew. Q You're saying you don't understand -- the U.S. does not understand the need for an apology, which obviously you could not until you know the facts of the situation. Do we have some independent knowledge of the facts, or does that require us to talk to the crew? ”
