“ Or, would the court hold that while a Federal office is property within the meaning of the clause in the 5th Amendment declaring that 'no person shall . . . be deprived of life, liberty, or property without due process of law,' a state office is not property within the meaning of the clause in the 14th Amendment declaring, 'nor shall any state deprive any person of life, liberty, or property without due process of law?' Can it be that Congress may not deprive one of a Federal office without due process of law, but that a state may deprive one of a state office without due process of law? ”
