“ Marriage and the family enjoy the protection of the State . Mothers and children up to the age of 18 enjoy special protection established by law. Parents have the same obligations towards their children born in wedlock, as to those born outside wedlock. Personal identity papers are valid only if issued by organs of the State . Art. 27 . Freedom of conscience and freedom of creed are guaranteed by the State . Religious cults are at liberty to organise themselves and to function , provided that their ritual and practice are consistent with the Constitution, public security and morals. ”
