“ If the present House of People's Representatives is allowed to continue functioning, it would become an obstacle to the handling of the public services of the State and an impact upon the common interest of the Country, and would lead to decadence of the administration under the democratic regime. It is appropriate to dissolve the House of People's Representatives in order to enable a general election of new Members of the House of People's Representatives ”
