“ Section⁠4.⁠In selecting persons to be placed in the functions mentioned in section 3, the following criteria shall be observed, namely—
(1) ⁠trainee judges
the Minister of Justice shall select them from judicial clerks or deputy judicial clerks who have served as such for not less than two years, and once having conferred with the Judicial Commission, he shall apply to the Council of Ministers for endorsing their placement in the positions ”

Whereas it is found appropriate to designate the procedure for selection of persons to be placed in positions of ordinary judicial officials with special circumstances ”
