He continues with things of this vein according to his ability until their hearts are subdued and they will repent fully. After he finishes his words of submission, they stand for prayer. They have a prayer leader stand up who is fitting to pray on a fast day. If the one who said the words of submissions is qualified to pray, he prays. ”

“ A man who regularly prays and reads from the Torah, Prophets, and Writings. He has children but not the means to support them and toils in the fields. Among his children, household members, relatives, and those who accompany him, there are no sinners. ”

“ If there is an elder with these qualities, this is fabulous. If he is not an elder, because he has these qualities he should pray.

בכל יום משבעה תעניות אחרונות של גשמים מתפללים על סדר זה. מוציאים את התבה לרחובה של עיר וכל העם מתקבצים ומתכסים בשקים, ונותנים אפר מקלה (פרוש, אפר של דבר שנשרף, לאפוקי עפר בעלמא שגם הוא נקרא אפר) על גבי התבה ועל גבי ספר תורה כדי להגדיל הבכיה ולהכניע לבם, ואחד מן העם נוטל האפר ונותן בראש הנשיא ובראש אב בית דין במקום הנחת תפלין כדי שיכלמו וישובו, וכל אחד ואחד נוטל ונותן בראשו, ואחר כך מעמידים ביניהם זקן חכם והם יושבים. לא היה שם זקן חכם, מעמידין חכם. ”
