A long-term research program should seek to construct a "relationally deep" natural language for human beings and to develop systems for teaching the language both to adults and children. In effect this program would strive to understand intelligence as an entity unto itself and would attempt to explore, identify, and implement more capable "intelligence software" into both life-based and machine-based systems.
