“ Snell, the former a native of Syracuse, New York, while the latter was born in Cook county, Illinois, where they were married, the father having removed westward to Chicago with his parents when a lad of eight years. After his marriage he engaged in farming in Cook county, Illinois, and subsequently in Lake county, Indiana, about fifty miles from Chicago. He devoted many years to general agricultural pursuits with good success, winning a competence that enabled him at length to live retired. ”

“ Richard B. Cleveland was reared to young manhood in Cook county, Illinois, and was married there. In 1862 he left Illinois and came to Kansas 835with his wife and family, first living for a few years on a farm in Jackson county, north of Holton. He then bought 160 acres of land in Grasshopper township which was unimproved. Before he built his home on this tract he lived for a time at New Eureka on the old Salt Lake trail and operated a small grocery store. ”

“ There has also been great inequality in valuations, the increase of valuation in Cook county made in compliance with the revenue law of 1898 being $200,000,000, while that for the rest of the state was only $4,000,000. Among other sources of revenue are an inheritance tax, which yields approximately $1,000,000 a year, and 7% of the annual gross earnings of the Illinois Central railway, given in return for the state aid in the construction of the road. ”

“ Nor is that the only weakness of Reed's rationale. Illinois does not require a new party fielding candidates solely for statewide office to apportion its nominating signatures among the various counties or other political subdivisions of the State. See § 10-2; Communist Party of Illinois v. State Bd. of Elections, 518 F.2d 517 (CA7) , cert. denied, 423 U.S. 986, 96 S.Ct. 394, 46 L.Ed.2d 303 (1975) . Organizers of a new party could therefore win access to the statewide ballot, but not the Cook County ballot, by collecting all 25,000 signatures from the county's city district. ”

Cook County had brought a banner into the assemblage inscribed, 'Cook County for Abraham Lincoln.' During a pause in the proceedings, a delegate from another county rose and proposed, with the consent of the Cook County delegation, 'to amend the banner by substituting for "Cook County" the word which I hold in my hand,' at the same time unrolling a scroll, and revealing the word 'Illinois' in huge capitals. ”

“ A party is not established in Cook County, for example, merely because it has fared well in Chicago's municipal elections.
The Harold Washington Party (HWP or Party) , named after the late mayor of Chicago, has been established in the city of Chicago since 1989. Petitioners were the principal organizers of an effort to expand the Party by establishing it in Cook County, and, as candidates for county office, they sought to run under the Party name in the November 1990 elections. ”

“ He has always taken an active interest in politics and is a member of the Republican county committee. Socially he is a member of the Knights of Honor and the A. O. H. He married Miss Jane Cook, daughter of ex-Supervisor Cook. He was appointed postmaster of Highland Falls under President McKinley's administration, but declined the office. ”

“ Sheriff of the capital county for years, he became the best known and most prominent official in the state by reason of his able administration of his duties, his wonderful detective achievements, and the fact that his arrests were made in every quarter. For the past ten or fifteen years criminals have felt that if Dave Cook was on their trail their escape was hopeless and their fears have proven well founded.
“As an executive officer, Gen. Cook possesses the highest ability. His iron will, level head and perfect coolness mark him as the one man for chief in this emergency. ”

“ Cook’s career has been quite remarkable. He has almost continuously since 1866 held some office besides that of superintendent of detectives, which has placed him in positions of danger. Beginning as city marshal, he held that place for years, and was afterwards deputy United States marshal, sheriff of Arapahoe county eight years and also chief of police. It is doubted whether there is a parallel case in the country, especially in this far western country, where men are more often desperate than elsewhere. ”

“ Although some county officials are elected at large by citizens of the entire county, members of the County Board of Commissioners are elected separately by the citizens of each district to fill county board seats specifically designated for that district. While certain petitioners wished to run for offices filled by election at large, others sought to capture the county board seats representing the city and suburban districts of Cook County. ”

“ In No. 531 it went on to rule, apparently, that the county unit system is imposed by party action, not by state action; and that the system was not being applied in fact, since the state executive committee prior to the decisions had certified both candidates, subject to later action by the party's state convention. ”

“ The greater the power entrusted to the municipalities within the county, the more interesting things it is given to do, in just that measure does [Pg 65] the county itself suffer from inattention on the part of the citizens, till the extreme is reached in a condition described in a report on Cook County by Prof. F. D. Bramhall of the University of Chicago:

“ Cook was chief detective. He wrote of him on a certain occasion: “Mr. Cook is a reliable and an experienced detective.”
The Tribune said of him when he was a candidate for sheriff in 1875: “He is admirably adapted to the office to which [Pg 11] he has been nominated. This combination of good politics and exact fitness is the source of a great deal of satisfaction to all genuine and steadfast republicans. No one presumes to question D. J. Cook’s official fidelity and efficiency. The common verdict is that he has made the best sheriff Arapahoe county has ever had. ”

“ No citizen of Cropsey or Anchor has ever been elevated to political or judicial office of the county or State. While this is not strange, and by the citizens themselves not regretted, as they have not been "seeking office," and, with all the reforms which have been instituted, the time has not come yet when the office seeks the man in all cases, still it is a little singular that two of the local clergy who resided here, moved into adjoining counties to be soon sent to the Legislature. ”

“ The old sawmill on Money Creek did a vast amount of sawing in an early day, and there is consid erable timber yet. This accounts for the early settlements made here. This township is also crossed by the Chicago, Alton & St. Louis Railroad, which enters at the southwest corner of Section 33. and leaves at the middle of the east side of Section 1'.i. The principal products are corn and oats. Wheat is cultivated to a limited degree. Hogs and cattle are raised to a considerable extent. ”

“ It has no timber-land, however, and the little streams or runs which run across it to the northeast toward the Mackinaw. and to the southwest, into Money Creek, are deeper cut, and show pebbly bottoms not common in this prairie country. Township 24 north, Range 4 cast of the Third Principal Meridian, is a full Congressional township, and is in the centre of the eastern part of the county, being in the third tier of towns respectively from the north, east and south lines of the county, and the third east from the Illinois Central Railroad. ”

“ The matter before us carries a potential of even greater significance, however. As we have noted, the 1990 electoral results would entitle the HWP to enter the next election as an established party in all or part of Cook County, freed from the petition requirements of § 10-2, so long as its candidates were entitled to the places on the ballot that our stay order effectively gave them. This underscores the vitality of the questions posed, even though the election that gave them life is now behind us. ”

“ The history of the township of White Oak is almost inseparable from that of the whole Grove, and we shall once in awhile find ourselves on the Woodford County- side of the line without being aware of what we are doing. The northern part of the Congressional township, of six miles square, forms the township of Kansas, in Woodford County. ”

“ The county of Cook is in the northern grand division; and, unless the parties consent, cases from that county, which may be taken to the supreme court, must go to the court sitting in that grand division. ”

“ On January 27, 1841, the Legislature elected John A. Collier, of Binghamton, a leading lawyer and an Anti-Mason, to succeed Bates Cook. He had previously served as District Attorney of Broome county from June 11, 1818, to February 22, 1822, and had served his district in the Twenty-second Congress. After his retirement from the office of Comptroller he was appointed, with Chancellor Walworth, to codify the laws, but declined to serve. This was a high tribute to his ability. ”
