Governor of New Jersey

“ Could a University President make a good governor? The politicians were very much in doubt. It is needless to say that all watched him with deepest concern. Soon, however, it became apparent even to the most skeptical that he was destined to be New Jersey’s ablest governor. Gradually, because of his strength, his popularity grew until the eyes of all the nation were fastened upon him. From the governor’s chair he rose to the highest honor the Nation could bestow, he was elected to the Presidency of the United States. ”

“ The legislators are elected at large by counties; the ballot is long in the thickly populated urban counties, and the unfair representation of the rural counties unites with the city bosses to control the law-making power, usually, also, dictating the nominations for Governor. But the Governorship of New Jersey is practically the only office to be filled by the people's vote. Like the President at Washington the Governor appoints his own cabinet and the rest of the state's executive and judicial officers. ”

“ In the event of simultaneous vacancies in both the offices of Governor and Lieutenant Governor resulting from any cause, the President of the Senate shall become Governor until a new Governor or Lieutenant Governor is elected and qualifies. In the event that there is a vacancy in the office of Senate President, or the Senate President declines to become Governor, then the Speaker of the General Assembly shall become Governor until a new Governor or Lieutenant Governor is elected and qualifies. ”

“ The American people are upon the eve of a Presidential canvass and election. The issues are vital and most important and are clearly defined.
Governor of New Jersey, the Honorable Woodrow Wilson, is at this writing—August, 1912—the chosen standard bearer of the Democracy, whose platform of nation-wide issues contain the soundest principles of a true Republican form of government ever devised by mankind. ”

“ William H. Ross, the new Governor of Delaware, was inaugurated at Dover, on the twenty-first of January. The most important feature of his address was the recommendation of a revision of the State Constitution. George F. Fort, the new Governor of New Jersey, has been inaugurated. His address takes ground in favor of the compromise measures passed by Congress. He also advocates the Free School System, and the election of Judges by the people. ”

“ In the year 1910 there came a day when the people of New Jersey took heart to believe that something could be accomplished. I had no merit as a candidate for Governor, except that I said what I really thought, and the compliment that the people paid me was in believing that I meant what I said. Unless they had believed in the Governor whom they then elected, unless they had trusted him deeply and altogether, he could have done absolutely nothing. The force of the public men of a nation lies in the faith and the backing of the people of the country, rather than in any gifts of their own. ”

“ This, the first Constitution of New Jersey, was regarded by the people as the great charter of their liberties, and respected accordingly. By its provisions the government of the Province was confided to a governor, a council of not less than six nor more than twelve to be selected by the governor, and an assembly of twelve representatives to be chosen annually by the freemen of the Province. ”

“ The principal officers of the State are a secretary of state, attorney-general, adjutant-general, and quartermaster-general, all appointed by the governor and confirmed by the senate, and a treasurer and comptroller appointed by the legislature in joint meeting. All judges and prosecutors of the pleas are appointed by the governor and confirmed by the senate; the election system for the judiciary has not yet reached New Jersey. ”

“ The feeling between the Americans of the two different parties was more violent than that between the patriots and the British troops, and before long it became entirely unsafe for any Tory to remain in his own home in New Jersey. Many of them went to New York, where the patriotic feeling was not so strong at that time, and there they formed themselves into a regular military company called the "Associated Loyalists;" and this company was commanded by William Temple Franklin, son of the great Benjamin Franklin, who had been appointed governor of New Jersey by the British Crown. ”

“ THE PRESIDENT: Yeah. No, he's not — well, there's not too many states that I know of that are going up. Almost everybody is headed in the right direction. I was with a man who got hit very, very hard in many ways over the last little while: Phil Murphy from New Jersey. People don't realize that's the single-most dense state. And who would think that? But New Jersey is very dense. It's the Manhattan overflow, the New York overflow.
And those numbers are now even coming — because there's a very — I mean, not his fault. He's doing a really good job as governor. ”

“ The general assembly is composed of sixty assemblymen apportioned among the counties according to population and elected by the voters for one year. The executive power is vested in the governor, who is elected for a term of three years. A person cannot be governor for two successive terms. ”

“ From the beginning of Cornbury's administration to the Revolution the political history of the province consisted largely of violent contests between the assembly and the governor and his council, the latter constantly striving to extend the prerogative and curb the power of the people, and the assembly maintaining a bold and able contest in defence of the principles of liberty. ”

“ Years after the Convention the senator from Kentucky, who became my closest and dearest friend, and who distinguished himself as a member of the Senate, and who was one of the staunchest defenders of the President and the Administration, told me of the wisdom which he thought lay behind the suggestion of himself for the chairmanship; that we, at Sea Girt, rightly sensed the situation and that the suggestion of his name had done more than anything else to convince the men in the Convention of the genuine character of the New Jersey Governor's progressiveness. ”

“ He astonished Colonel Richard Nicolls, who had conquered the territory for him without firing a shot, by giving away to two favorites, Lord Berkeley, brother of the Governor of Virginia, and Sir George Carteret, the rich domain between the Hudson and Delaware, which received the name of New Jersey, and for many years that province was a theatre of dissensions traceable to the autocratic and reckless course of the Duke. ”

“ If a bill be so amended and reenacted, it shall be presented again to the Governor, but shall become a law only if he shall sign it within 10 days after presentation, except that any bill amended and reenacted within 10 days preceding the expiration of the second legislative year shall become law only if the Governor signs it prior to noon of the seventh day following such expiration. No bill shall be returned by the Governor a second time. No bill need be read three times and no emergency resolution need be adopted for the reenactment of any bill at a special session of the Legislature. ”

The meeting was a triumph and strikingly demonstrated the power of brain and fine leadership over brawn and selfish politics.
The final appeal to the voters on the United States senatorship was made in the heart of the enemy's country, the stronghold of the Smith-Nugent faction at Newark, New Jersey. The same enthusiastic, whole-souled response that characterized the Jersey City meeting was repeated. The same defiant challenge to the Old Guard was uttered by the new Governor. ”

“ Senators Morgan and Harris, Horace Greeley, and John Jacob Astor, came from New York. Massachusetts sent her governor, her senators, and all her living ex-governors. It became, indeed, the fashion for the New-England States to send governors and ex-governors, and every State was represented in this way. New Jersey did likewise. The Western States were fully represented by their ablest and most zealous men. Two future Presidents were on the delegation from Ohio, with General Schenck and Stanley Matthews and the influential German editor Frederick Hassaurek. ”
