United Nations Operation in Côte d'Ivoire

“ Emphasizes again the need to bring to justice those responsible for the serious violations of human rights and international humanitarian law that have taken place in Côte d’Ivoire since 19 September 2002, and reiterates its demand that all Ivorian parties take all the necessary measures to prevent further violations of human rights and international humanitarian law, particularly against civilian populations whatever their origins ”

“ Calls upon all States neighbouring Côte d’Ivoire to support the peace process by preventing any action that might undermine the security and territorial integrity of Côte d’Ivoire, particularly the movement of armed groups and mercenaries across their borders and illicit trafficking and proliferation of arms in the region, including small arms and light weapons ”

“ Urges all the Ivorian parties and other stakeholders to respect the will of the people and the election of Alassane Dramane Ouattara as President of Côte d'Ivoire, as recognized by ECOWAS, the African Union and the rest of the international community, expresses its concern at the recent escalation of violence and demands an immediate end to the violence against civilians, including women, children and Internally displaced persons ”

“ Expresses its full support for the efforts of the Secretary-General, the African Union and ECOWAS and encourages them to continue these efforts in order to re-launch the peace process in Côte d’Ivoire ”

“ Demands that the Ivoirian authorities stop all radio and television broadcasting inciting hatred, intolerance and violence, requests UNOCI to strengthen its monitoring role in this regard, and urges the Government of Côte d’Ivoire and the Forces nouvelles to take all necessary measures to ensure the security and the safety of civilian persons, including foreign nationals and their property ”

“ But many others moved across national boundaries, heightening interstate tensions. Cote d'Ivoire, Ghana, and Nigeria have been generous in welcoming refugees from the desertified Sahel. Tanzania, Zambia, and Zimbabwe have also been receiving large numbers of refugees. Yet, the Cote d'Ivoire, for instance, which depends for much of its export revenues on timber, is suffering rapid deforestation caused in part by land hunger, and one-third of landless people are immigrants. Agriculture destroys 4.5 times as much forestland in the Cote d'Ivoire as logging dues. ”

“ Stresses the importance of UNOCI’s continued support to the Ivorian peace process in accordance with its mandate, especially the completion of the unfinished tasks including the legislative elections, the reunification of the country, the restoration of State authority throughout the country, the disarmament, demobilization and reintegration of ex-combatants, the dismantling of militias, the strengthening of rule of law institutions, the reform of the security sector, and the promotion and protection of Human rights with particular attention to the situation of children and women ”

“ Calls upon UNMIL and the United Nations Missions in Sierra Leone and Côte d’Ivoire to intensify their cooperation, within their capabilities and areas of deployment and without prejudice to their mandates, to monitor arms trafficking and recruitment of mercenaries within the subregion ”

“ Contribute to the general security of the area of activity of the international forces, Intervene at the request of UNOCI in support of its elements whose security may be threatened, Intervene against belligerent actions, if the security conditions so require, outside the areas directly controlled by UNOCI, Help to protect civilians, in the deployment areas of their units; 12. Requests France to continue to report to it periodically on all aspects of its mandate in Côte d’Ivoire ”

“ Decides that the additional 2,000 troops authorized by resolution 1967 (2011) and the additional 400 troops and 100 police authorized by resolution 1942 (2010) are necessary for the stabilization of Côte d’Ivoire, including the establishment of a security environment conducive to the legislative elections ”

“ The central government has yet to exert control over the northern regions and tensions remain high between GBAGBO and rebel leaders. Several thousand French and West African troops remain in Cote d'Ivoire to maintain peace and facilitate the disarmament, demobilization, and rehabilitation process. ”

“ Those in positions of power and authority across Afghanistan bear responsibility—and accountability—for the protection of human life and property, and for the immediate restoration of security and civil order. ”

“ For disarmament without checks is but a shadow—and a community without law is but a shell. Already the United Nations has become both the measure and the vehicle of man's most generous impulses. Already it has provided—in the Middle East, in Asia, in Africa this year in the Congo—a means of holding man's violence within bounds. ”

“ In Africa, the Congo has been brutally torn by civil strife, political unrest and public disorder. We shall continue to support the heroic efforts of the United Nations to restore peace and order—efforts which are now endangered by mounting tensions, unsolved problems, and decreasing support from many member states. ”

“ Demands that all States in the region cease military support for armed groups in neighbouring countries, take action to prevent armed individuals and groups from using their territory to prepare and commit attacks on neighbouring countries and refrain from any actions that might contribute to further destabilization of the situation on the borders between Guinea, Liberia and Sierra Leone ”

“ Reiterates that all parties claiming a role in the future of the Democratic Republic of the Congo must demonstrate their respect for human rights, international humanitarian law, as well as the security and well-being of civilian populations and emphasizes that the transitional government in the Democratic Republic of the Congo will have to restore law and order and respect for human rights, and end impunity, across the entire country ”

“ Calls upon, in this context, Member States, regional and international organizations, including the African Union and the European Union, to provide as soon as possible coordinated assistance, expertise, training and capacity-building support to the Armed and Security Forces of Mali, consistent with their domestic requirements, in order to restore the authority of the State of Mali over its entire national territory, to uphold the unity and territorial integrity of Mali and to reduce the threat posed by AQIM and affiliated groups ”

“ Strongly condemns all violations of international humanitarian law occurring in Somalia, including in particular the deliberate impeding of the delivery of food and medical supplies essential for the survival of the civilian population, and affirms that those who commit or order the commission of such acts will be held individually responsible in respect of such acts ”

“ Requests the Secretary-General to lend his support to African Union force generation efforts, to continue to support African Union planning and deployment preparations through the Secretariat’s Planners team in Addis Ababa and to continue planning, in close cooperation with the African Union, for force generation and logistical, administrative, financial and other arrangements necessary to transition from AMISOM to a United Nations Peacekeeping Operation ”
