“ All citizens of the Federative People's Republic of Yugoslavia are equal before the law and enjoy equal rights regardless of nationality, race and creed. No privileges on account of birth, position, property status or degree of education are recognized. Any act granting privileges to citizens or limiting their rights on grounds of difference of nationality, race and creed, and any propagation of national, racial and religious hatred and discord are contrary to the Constitution and punishable. ”
