“ The Senate should not forget that the enlightened opinion of mankind has already pronounced its judgment upon the treaty, and that this judgment will hardly be changed by any opposition which does not appear to be inspired by the highest public spirit and is not supported by the most conclusive arguments. It is not exaggeration to say that the eyes of the whole world are on the Senate of the United States at this moment. With the treaty, the Senate is also on trial. Certainly, Senators should not stifle their honest convictions. ”
