“ Constitutional questions are not to be dealt with abstractly. Having jurisdiction of the suit, the Superior Court had authority to take steps to protect the subject-matter of the action pending the trial on the merits. The injunction order stated that to be its purpose. Upon the trial, all questions of fact and of law relevant to the application and enforcement of the statute may be raised, and every constitutional right which these appellants may have in any aspect of the case as finally developed may be appropriately asserted and determined in due course of procedure. ”
