“ States of siege and emergency are regulated by law. When the Republic's institutions, the Nation's independence or prime interests, territorial integrity, or the execution of its international commitments are threatened in a grave and imminent manner, and when the regular governmental services are interrupted, the President of the Republic shall take the measures required by these circumstances, after consultation with the Government, with the Bureau of the National Assembly, and with the Constitutional Court. ”
