“ Freedom of conscience and religious toleration, including the exercise of all forms of worship, shall be allowed, subject only to the maintenance of public order and morals, to all inhabitants of Palestine, and no discrimination of any kind shall be made between any citizens of Palestine on the ground of race or faith. No civil or political right of any citizen of Palestine shall be conditional upon, nor shall its exercise be affected by, any consideration of race or faith or a change of faith ”
