“ The memorable expedition of captains Lewis and Clarke was in progress during the years 1804, '5, and '6. In 1803, the act for establishing trading houses with the Indian tribes being about to expire, some modifications of it (with an extension of its views to the Indians on the Missouri) were recommended to Congress by a confidential Message from Mr. Jefferson, of January 18th. In order to prepare the way, it was proposed to send a party to trace the Missouri to its source, cross the Rocky Mountains, and follow the best water communication which offered itself thence to the Pacific ocean. ”
