“ Rule 33.—Every kind of gambling shall be considered a crime, punishable in the code as if it were a game of chance, and the official who tolerates it shall be relieved of his office and shall pay a fine to be determined by the provincial council, in proportion to the importance of the play, but in no case shall it be less than fifty pesos. The amount of the fines of every sort shall be deposited in the town treasury. ”
