“ Whenever there are not sufficient members of the executive committee to form a quorum according to the rules of the committee, the administrator shall as soon as practicable convene a meeting of the provincial council for the purpose of electing members to fill the vacancies, and until such election the administrator shall carry on the administration of provincial affairs. ”

“ Should a provincial council dissolve by effluxion of time on a date during the existence of the House of Assembly, the State President may by proclamation in the Gazette extend the duration of that provincial council by a period not exceeding eighteen months: Provided that if the House of Assembly is dissolved on a date before the expiration of the said period, that provincial council may be dissolved by the State President by proclamation in the Gazette on the last-mentioned date. [Sub-s. (1) substituted by s. 86 of Act No. 79 of 1973.] ”
