Family Planning Services and Population Research Act of 1970

In order to promote research in the biomedical, contraceptive development, behavioral, and program implementation fields related to family planning and population, the Secretary is authorized to make grants to public or nonprofit private entities and to enter into contracts with public or private entities and individuals for projects for research and research training in such fields.

Family Planning Services and Population Research Act of 1970

The Secretary shall utilize the Deputy Assistant Secretary for Population Affairs— (1) to administer all Federal laws for which the Secretary has administrative responsibility and which provide for or authorize the making of grants or contracts related to population research and family planning programs; (2) to administer and be responsible for all population and fanlily planning research carried on directly by the Department of Health, Education, and Welfare or supported by the Department through grants to, or contracts with, entities and individuals
