“ To the non-scientist—and perhaps to many of my colleagues—it may seem inconceivable that there could be any questions whatever. But we wonder about the position of students of future generations, we wonder about the details of administration of the program, we wonder about the total effects of the program upon our society as a whole. ”

“ REQUIREMENT.— Each program agency shall use not less than 10 percent of the assistance made available to such agency under this subtitle in each fiscal year to provide pre-service and in-service training and educational materials and services for participants in such a program. Program participants shall be provided with information concerning the benefits to the community that result from the activities undertaken by such participants. ”

“ A skillfully planned program insures an interested society, but it is no easy undertaking for even a very wise committee to plan a series of exercises which shall be of just the right length, of pleasing variety, and on topics in which every one will be interested. Only a careful study of the reading of the month, a knowledge of the taste and ability of the circle, and considerable practice will guarantee a really good program. Many hints may be gathered, we believe, each month from the programs presented in The Chautauquan. ”

“ The ordinary program is so slim and elementary that there is no inspiration in it. We prepare programs that contain the meat of the subject in condensed form, and we supply appropriate introductions to the meetings, and suggest supplementary reading matter. ”

“ ASSIGNMENT.— At the request of a program that receives assistance under the national service laws, the Corporation may assign an individual who receives leadership training under paragraph (1) to work with the program in a leadership position and carry out assignments not otherwise performed by regular participants. An individual assigned to a program shall be considered to be a participant of the program. ”

“ To this end we are ready to begin to meet this problem--the intelligent care of population throughout our Nation, in accordance with an intelligent distribution of the means of livelihood for that population. A definite program for putting people to work, of which I shall speak in a moment, is a component part of this greater program of security of livelihood through the better use of our national resources. ”

“ Treatment of program funds withdrawn from grant of authority.—Beginning on the effective date of an amendment executed under paragraph (1) (A) , each program requirement of each program removed from the scope of a grant of authority shall apply to the use of funds made available under the program by the State educational agency and each local educational agency with which the State educational agency has a performance agreement. ”

“ It is well to mention that the program suggested is a complicated one on the side of its theory and a difficult one on the side of its practice. In the planning it is well to look to the whole program. In the work itself it is well to remember that one step at a time, and that secure, is a good way to avoid stumbling. ”

“ DIRECT APPLICATION TO CORPORATION TO CARRY OUT COMMUNITY-BASED SERVICE PROGRAMS.— To be eligible to receive a grant from the Corporation under section 117A (a) to implement, operate, expand, or replicate a community service program, a qualified organization shall prepare, submit to the Corporation, and obtain approval of, an application that proposes a community-based service program to be carried out at multiple sites, or that proposes an innovative community-based service program. ”

“ Throughout the preparation and the execution of the program there should be a consciousness of the debt we owe to those who have fought and died for freedom's cause. The simplest program prepared in this spirit will be of lasting value to the children of the school and to the members of the community in which the exercises are held.
Pupils and teachers should talk over fully the kind of program to be given. Much responsibility should be placed upon the pupils for the making of the program. ”

“ In developing the proposed plan described in subsection (c) of this section, the Director shall consider, in addition to any other relevant factors: (i) whether some or all of the functions of an agency, a component, or a program are appropriate for the Federal Government or would be better left to State or local governments or to the private sector through free enterprise; (ii) whether some or all of the functions of an agency, a component, or a program are redundant, including with those of another agency, component, or program ”

“ It will be THE CENTURY’S pleasure and public duty to enlist the services of able authorities in every cause, and to present each justly from its own point of view.
Such a program will, we feel sure, help materially the cause of human progress, because it will help men and women to comprehend life as it passes. ”

“ Consumer Program Reforms. – Each concerned Department shall formulate and develop a consumer program consonant with the objectives of its charter or the applicable laws which program shall embody the standards set forth in Sections 156 and 157 of this Act. Copies of these program shall be furnished the Council. The Executive Director shall, among his other functions, monitor and coordinate the implementation by the concerned agencies of their respective consumer programs. ”

“ Such a statement also appears appropriate in connection with * * * the development of a new program that contemplates a number of subsequent actions. * * * The program statement has a number of advantages. It provides an occasion for a more exhaustive consideration of effects and alternatives than would be practicable in a statement on an individual action. It ensures consideration of cumulative impacts that might [p1088] be slighted in a case-by-case analysis. ”

“ ENCOURAGEMENT OF INTERGENERATIONAL COMPONENTS OF PROGRAMS.— The Corporation shall encourage national service programs eligible to receive assistance or approved national service positions under this subtitle to establish, if consistent with the purposes of the program, an intergenerational component of the program that combines students, out-of-school youths, and older adults as participants to provide services to address unmet human, educational, environmental, or public safety needs. ”

“ REQUIREMENTS- The Secretary shall ensure that-- ` (i) evaluation of a specific program or project is conducted by persons or individuals not directly involved in the operation of such program or project; and ` (ii) the conduct of research and evaluation activities includes consultation with independent researchers, State officials, and developers and providers of home visiting programs on topics including research design and administrative data matching. ”

“ A well-supported, well-balanced program of research, including basic research, can open new frontiers of knowledge, prevent and relieve suffering, and prolong life. Accordingly I shall recommend a substantial increase in Federal funds for the support of such a program. As an integral part of this effort, I shall recommend a new plan to aid construction of non-Federal medical research and teaching facilities and to help provide more adequate support for the training of medical research manpower. ”

“ The recommendations of the program manager, in consultation with the Information Sharing Council, for a future management structure for the ISE, including whether the position of program manager should continue to remain in existence. (f) Program Manager.— (1) Designation.— Not later than 120 days after the date of the enactment of this Act, with notification to Congress, the President shall designate an individual as the program manager responsible for information sharing across the Federal Government. ”

“ Design of regulations.—Such regulations with respect to specific elements or formality of a program may vary with the size of the organization, such that larger organizations should have a more formal and rigorous program and include established written policies defining the standards and procedures to be followed by its employees. ”

“ Where the incidence of policy is remote, all that is essential is that the program shall be verbally and emotionally connected at the start with what has become vocal in the multitude. Trusted men in a familiar role subscribing to the accepted symbols can go a very long way on their own initiative without explaining the substance of their programs. ”

“ To assist in implementing the policy set forth in section 1 of this order, the Council shall: (i) develop and submit to the Director, or when appropriate to the President through the Director, at times and in such formats as the Chair may specify, recommendations concerning: (A) performance management policies and requirements; and (B) criteria for evaluation of program performance; (ii) facilitate the exchange among agencies of information on performance management, including strategic and annual planning and reporting, to accelerate improvements in program performance ”

“ Outreach.—The Secretaries of Health and Human Services and Labor, in conjunction with other appropriate agencies and members of the business community, shall jointly institute an outreach program to inform businesses about the availability of the wellness program grant as well as to educate businesses on how to develop programs according to recognized and promising practices and on how to measure the success of implemented programs. ”

“ The success of any program is its measure of effectiveness in terms of real world results. Just as the object lesson roads of the early days of the Federal Highway Administration broadcast the knowledge available and how to do it with the materials at hand for cost/benefit, so also is the purpose of today’s Demonstration Projects Program. ”

“ Advice received may be purely of an informative and nonbinding nature, or the statute may be so worded as to indicate that “advice” from one agency to another amounts virtually to direction. In the sharing of program authority and responsibility, one agency may perform ministerial functions at the direction or “request” of another, or, at the opposite extreme, interagency personnel, judgment, and resources may be fused toward the accomplishment of a common goal. ”

“ In the event that a program does not meet one or more of the performance measures, outcome, or criteria established under this subsection, the Corporation shall initiate procedures to terminate the program in accordance with section 412. `` (h) The Chief Executive Officer shall develop procedures by which programs assisted under this section may receive training and technical assistance, which may include regular monitoring visits to assist programs in meeting the performance measures, outcomes, and criteria. ”

“ Every rural community needs to have a program of its own carefully worked out, and this program should rest on a physical valuation. It may be some time yet before the importance and magnitude of this undertaking will impress the minds of the people, but it is essential to the best permanent progress. ”

“ ArticulationCertain things in a program bear a relationship to certain others. This relationship will be felt if the parts of the program are properly articulated. When they have been thus put together, the program should proceed in an orderly, natural way, without sudden transitions or loss of time and energy, and with a smoothness and deliberation which give a feeling of rest. When things are done in the right order and in the right way, there is always a sense of leisure and quiet. ”

“ A State educational agency that has an approved consolidated State plan or application under section 5302may require local educational agencies in the State receiving funds under more than one program included in the consolidated State plan or consolidated State application to submit consolidated local plans or applications under those programs, but may not require those agencies to submit separate plans. ”

“ GOVERNMENT SERVICE.—A program to equip youth with skills for government service and to place youth in related internships through work release, including placement with the Department of Health and Human Services, the Department of Veterans Affairs, and the Department of Justice. ”

“ First, we need to speed up implementation of the Outline of the National Program for Long- and Medium-Term Scientific and Technological Development, particularly, implementation of major science and technology projects. ”

“ IN GENERAL- The Secretary shall establish a program to provide for the phased-in development, implementation, and evaluation of shared decisionmaking using patient decision aids to meet the objective of improving the understanding of patients of their medical treatment options. ”

“ The Secretary shall specify the requirements for such an organization to apply for and conduct the program which shall, to the greatest extent practicable, be consistent with the requirements applicable to eligible entities that are States and shall require the organization to-- ` (i) carry out the program based on the needs assessment conducted by the State under subsection (b) ; and ` (ii) establish quantifiable, measurable 3- and 5-year benchmarks consistent with subsection (d) (1) (A) . ”

“ Measures shall be based on common measures of performance for federal workforce training programs, so long as they reflect the challenges facing the types of members of households participating in the supplemental nutrition assistance program who participate in a specific employment and training component. The Secretary shall require that each State employment and training plan submitted under section 11 (3) (19) identify appropriate reporting measures for each of their proposed components that serve at least 100 people. ”
