SUMMER PROGRAM.— The term ``summer program ́ ́ means a youth corps program authorized under this title that is limited to the months of June, July, and August. (29) YOUTH CORPS PROGRAM.— The term ``youth corps program ́ ́ means a program, such as a conservation corps or youth service program, that offers full-time, productive work (to be financed through stipends) with visible community benefits in a natural resource or human service setting and that gives participants a mix of work experience, basic and life skills, education, training, and support services.

Use of Volunteers. Program agencies may use volunteer services for purposes of assisting projects carried out under this subtitle and may expend funds made available for those purposes to the agency, including funds made available under this subtitle, to provide for services or costs incidental to the utilization of such volunteers, including transportation, supplies, lodging, recruiting, training, and supervision. The use of volunteer services under this section shall be subject to the condition that such use does not result in the displacement of any participant.
