“ Governor-General considers that the government of the Federation can be carried on without a dissolution and that a dissolution would not be in the interests of the Federation he may refuse to dissolve Parliament; (b) if the House of Representatives passes a resolution that it has no confidence in the Government of the Federation and the Prime Minister does not within three days either resign or advise a dissolution, the Governor-General may dissolve Parliament ”
