“ If the Council of Ministers approves any issue, it shall notify the Election Commission thereof within fifteen days counted from the day of its receipt of the resolution of the National Reform Assembly or National Legislative Assembly, and the Election Commission shall organise a referendum for such issue on the same occasion as the referendum on the draft constitution, in respect of which the majority of votes shall be adhered to as the rule. ”

“ Whenever the Monarch is to not reside in the Kingdom or is to be unable to administer the royal burdens for any reason whatsoever, it is permissible for Him to appoint or not appoint anyone as His Regent, and the President of the National Assembly shall countersign the appointment. And when this section has already been complied with, the stipulations of section 18, section 19, and section 20 of the Constitution of the Kingdom of Thailand, 2550 Buddhist Era, shall not be applied. ”

“ In the referendum, the persons having the right to vote must be qualified and not disqualified in the same manner as the persons having the right to vote in the last general election before the day of coming into force of this Constitution. ”
