As stated in numerous resolutions of the Economic and Social Council, the Commission on Human Rights and the Sub Commission, popular participation in decision making is one of the essential ingredients or motors of development. This implies, inter alia, that development should be of the people, by the people and for the people: development has to be planned around people, not people around development.
